How to read the data: Data is in an Excel workbook. The worksheet on the far left is the summary data page "Summary". NExt to it is the "Param-Block" with field collected data. Nutrient data is under "Result-Lab chromatograph or colorimetric." Additional sheets describe site locations, equipment, equipment calibration, personnel, and other relevant data. Generally, the Monitoring Plan is a separate document. Call our office for help using the data at 824-4370.

In June 2004, CCWI submitted data that was collected by citizen monitors to the State of California for use in its updated 303d list. The data was incorporated into the State Water Board's official recommendations. In late 2005, CCWI staff followed up by appearing at a public hearing in Sacramento to provide some clarifications in how the data was used.
In June 2004, CCWI submitted our citizen monitoring data to the State 303d list. The 303d list describes "impaired" waterbodies in the State, and plays an important role in prioritizing the efforts of the Regional Water Boards to protect water quality. CCWI staff worked with State Water Board staff to put our data in the correct format, and to provide background information about the type of monitoring (it was monthly baseline monitoring as opposed to stormwater or first flush monitoring). CCWI's data was cited in over 10 places in the State Water Board's 303d list Recommendations. The good news was that they used the data! CCWI data showed impairments on Big Sulphur Creek and Santa Rosa Creek for conductivity, and high turbidity on the Laguna de Santa Rosa and Russian River, and a number of other findings. The not so good news was that in a few places CCWI believed the State drew erroneous conclusions. For example, in one creek CCWI found no readings above 25 NTUs for turbidity in 2 years. According to the State guidelines, this would be enough information to de-list the creek for turbidity. However, the standard for impairment is 20% above baseline. The CCWI data was the baseline. CCWI staff believed that a second data set, consisting of stormwater monitoring specifically during periods of expected high turbidity would be needed to show there is no impairment. CCWI data also showed high nutrient levels in the Laguna de Santa Rosa. The City of Santa Rosa, which operates the regional wastewater treatment plant in the Laguna, had lobbied to have this listing removed. Several watershed groups had protested this delisting, and CCWI contributed actual monitoring data showing that delisting the Laguna was unsupported by the data. CCWI staff went to Sacramento in November 2005 and submitted comments at the public hearing to clarify the misinterpretations of the data and to get them fixed in the final draft. The State Water Board Chair Tam Dudoc seemed very attentive, and CCWI believes the changes will be made.

This paper is an analysis of 6 years of water quality data collected by Fortuna Union High School's Fortuna Creeks Project, including descriptions of the program's water quality monitoring protocols, and proposed directions for future water quality monitoring.

Permissions to Use Data
According to CCWI's Data Permissions Policy, Watershed Groups, Regulatory Agencies, and others interested in the protection of clean water are permitted to use data collected by CCWI under the following conditions:
1) All public
use of data must be accompanied by the words, "This data was collected
by Community Clean Water Institute, a non-profic volunteer water quality organization. For more information, check www.ccwi.org."
